Is this seller legit? To me it looks like a law-abiding shop that tries to scam suspicious buyers. The phrasing "This product requires the signing of an end user declaration after paying for the order" seems to me that there is a good chance they'll say "wow boy, you don't seem to have any legitimate and legal use for this, we can't sell it to you.
