Regarding the use of 12 substances such as Niqin substances and trifluoroethylimidazole esters. Announcement on inclusion in the "Supplementary Catalogue of Controlled Varieties of Non-Medicinal Narcotic Drugs and Psychotropic Drugs".
In accordance with the relevant provisions of the "Regulations on the Administration of Narcotic Drugs and Psychotropic Drugs" and "Measures for the Administration of Non-Medicinal Narcotic Drugs and Psychotropic Drugs", the Ministry of Public Security, the National Health Commission and the State Drug Administration decided to include 12 substances such as Niqin and trifluoroethylimide in the "Supplementary Catalogue of Controlled Varieties of Non-Medicinal Narcotic Drugs and Psychotropic Drugs".
Niqin substances.“Niqin substances” refer to substances whose chemical structure meets one or more of the following conditions compared with Etoniqin (2-[2-(4-ethoxybenzyl)-5-nitro-1H-benzimidazole-1-yl]-N, N-diethyl-1-ethylamine)：

Niqin substances.“Niqin substances” refer to substances whose chemical structure meets one or more of the following conditions compared with Etoniqin (2-[2-(4-ethoxybenzyl)-5-nitro-1H-benzimidazole-1-yl]-N, N-diethyl-1-ethylamine)：
- (1) Use a substituted or unsubstituted 1H-benzimidazolyl instead of 5-nitro-1H-benzimidazolyl；
- (2) Use a substituted or unsubstituted C1-C2 hydrocarbon group to replace the methylene group between 1H-benzimidazolyl and phenyl；
- (3) Replace 4-ethoxyphenyl with a substituted or unsubstituted aromatic group；
- (4) Replace N, N-diethylamino with a substituted or unsubstituted amino group.
If the above-mentioned controlled substances are found to have medicinal, industrial, scientific research or other legal uses, they shall be adjusted in accordance with the provisions of Article 3, paragraph 2, of the "Measures for the Administration of Non-Medicinal Narcotic Drugs and Psychotropic Drugs".Niqin substances that have been included in the "Catalogue of Narcotic Drugs and Psychotropic Drugs" and the "Supplementary Catalogue of Controlled Varieties of Non-medicinal Narcotic Drugs and Psychotropic Drugs" are based on.
